The head of Municipality presents and represents the municipality and it is a bearer of the executive authority in the municipality.

• Suggests Statute of Municipality,
• Suggests decisions and the other common acts of the Municipality,
• Make the drafts and submitts to the municipality yearly budget for adoption, yearly ballance status, economic plan and the other planning and regulating documents which are related to using and managing of land including using of public land,
• Informes Municipality on all matters in jurisdiction of the municipality, the rights and obligations,
• Exicutes the local policy in accordance with the decisions of the municipality, carries out local budget and provides application of the decisions and the other acts of municipality,
• Enforces the laws and the other regulations of republic and the city which enforcement was entrusted to the municipality,
• Brings the decisions on funding of Municipal Administrative service,
• Brings Book on rules on organisation and systematization of working places of Municipal Administrative service,
• Brings the Plan on civil protection of municipality and enables its realization,
• Realizes cooperation of municipality with the other municipalities, cities, international and other organisations in accordance with the decisions and the conclusions of the Municipal Assembly and its related working bodies,
• Gives agreements for statutes and the other common acts of the companies and institutions which establisher was municipality,
• Submitts reports on its work and the work of the Municipal Administrative service to the Assembly,
• Starts initiative to suspend the executing of the regulation of the Municipal Assembly, common and individual act till the decision on the authorised court, if it considers it is opposite to the Constitution and the law,
• Concludes the contracts in the name of the municipality in accordance with the acts of the Municipal Assembly,
• Decides in second step about complaint on the first step decisions of  Municipal Administrative service if the republic's bodies are not authorized for deciding,
• It is responsible for legality of all acts which are suggested by Municipal Assembly,
• Brings the decisions on handling of financial resources in the way the determined by Statute,
• Carries out the other affairs determined by the law and the Statute of Municipality.
