COMPETENCE OF THE DEPARTMENT

• performs and provides executing of the laws the other regulations and common acts;
• carries out exceptional supervision as a kind of administrative supervision over activities of governmental and non- governmental agencies and organizations as well as over the work and actions of legal persons and citizens in regard to observing of the law, other regulations and common acts;
• carries out preventive inspections which means measures and actions with a goal in prevention of violation of a law and another regulations;
• carries out corrective inspectional affairs which are determining issuing of temporary orders and bans;
• carries out repressive inspectional affairs which are consisting of submitting of denouncement to the competent agency for starting of appropriate procedures if the breach of the regulations presents violation or criminal act and pronouncement of a fine as an administrative measure;
• carries out direct insight into the work and business of legal and physical persons and contractors;
• establishes the facts on the status of carrying out of the regulation;
• determines administrative measures in preventing and eliminating of illegalities in work and business of citizens, legal and the other persons;
• carries out inspectional affairs and executes the regulations in the area of :

1. a)      trade in goods and services,

b) Agriculture, herb protection and fresh water fishing,

c) medical protection of animals and veterinary activity,

d) spatial planning and building and protecting of the environment,

e) health care, sanitary care,

• monitors the status in the areas that it was established for, starts initiatives for solving and suggests solving of the problems in those areas;

• prepares drafts, i.e. suggestions of the decisions, other common and individual acts for the Municipal Assembly and the Head of Municipality;
• carries out managing, expert and administrative affairs within its field as well as those given by Municipal Assembly and the Head of Municipality and which are not under jurisdiction of  the other agencies;
• it is responsible for the states in these areas within limits of the rights and the duties.

THE SERVICES IT OFFERS TO THE CITIZENS

• issuing of sanitary approvals for location;
• issuing of sanitary approvals for planing tehnical documentation;
• issuing of sanitary aprovals for use of objects;
• issuing of veterinary-sanitary sertificates;
• issuing of decisions on fulfilling of the conditions in regard to tehnical equipment, work safety, sanitary and helth conditions, protection and improvement of environmet and the other conditions regulated by the law, specially for performing of the activities for which was, by the law, regulated issuing of the decision prior to getting of the decision that approves performing of certain activities.
